JKOnTheRun found a registry tweaker for Vista:
give Vispa a try for free. This freeware offers the 'disable prefetch' tweak and so many others in an easy-to-use GUI. There's no installation file; you simply run the executable, but that's about as dangerous as it gets.
Seems good, I'll give it a try tonight.
