UMPCScrollBar Fixed and new version for XP

Vikram Madan has released a fix for Vista UMPCScrollBar and a new version for XP. This tool is to me one of the most important tools that have been released since Origamis came to Market so if you have not downloaded yet go ahead and do it.

    That's a good news because this is the most important tool that everybody should have in a UMPC. OEMs out there! You should install this tool by default in your UMPC!
